Report on my visit to Hong Kong in 1998
by Steve Kirton MIVR
My journey started on the 21st November 1998 when I left for London Heathrow at 1.20am I arrived in Hong Kong at 10.30 hrs local time on the 22nd and was met at the airport by Stephen Lai & Joseph ( Tak-ming Wong )
We drove from the new airport through the Tsing Ma area where I saw light and heavy recovery vehicles sitting at the side of the road. Stephen explained the reason for this was in the event of an accident or breakdown, the recovery vehicle was not far away and could move the obstruction as soon as possible to keep the road open as this area was the main link to the new airport.
I was taken to a restaurant where we ate Dim Sum and I met the other trainers.

I attended a meeting at the airport tunnel training room with Stephen, Phillip, Nelson, Joseph, and Ho. Firstly, we discussed how the course had gone. Stephen explained that the students who were from the Hong Kong Transport Dept were administrators and they oversee the various companies who manage the tunnel and bridge operations in Hong Kong. The course was to familiarise the students on recovery equipment and recovery techniques. As agreed, the I.V.R will issue an attendance certificate to those who attended both courses. Course 1 - 24th & 25th of November AND Course 2 - 1st & 2nd of December 1998 On the course was Alex Jin-pang Cheung BA, Msc, DIC MCIT, MIHT Chief Transport Officer ( JP ) and his number two Choy Chik-sang, Mario M.Sc,. M.C.I.T Senior Transport Office ( Mario ) All the trainers felt that the course had gone well. I congratulated all the trainers for an excellent two days. Each of them taught theory in the classroom and also did some practical exercises.

![]() Recommendations | |
| 1st | That all five trainers are certificated by the I.V.R as I.V.R trainers to these suggested levels.
Stephen Lai Wai-tong - Level 3 trainer |
| 2nd | That Stephen and the other trainers work on the IVR light & heavy training manuals and recommend what culture differences need to be inserted. This to be completed within six months |
| 3rd | The training syllabus must represent the training needs for Hong Kong as a whole e.g.: the private recovery operator (The Trade) and the operators who operator Government bridges and tunnel contracts, once the training syllabus has been agreed in a draft form a copy to be sent to any relevant body or organisation for comments e.g.: Hong Kong Transport Dept, AA in Hong Kong other Bridge & Tunnel Operators & Trade Associations |
| 4th | TRAINING to be carried out by any of the above trainers. But the examination test to be taken by one of the above trainers providing he was not involved in that training course (will act as an internal verifier) TEST PAPERS There will be a master list of 100 multiple choice questions. From that list there will 3 question papers with 50 multiple choice questions from the 100 questions on file. Question papers will be marked as A B or C, question papers will be alternated after each course or if a student has failed a previous course and is re-sitting his exam. |
| 5th | The IVR will act as an external verifier and the certificating body. All training certificates will be subject to a 5 year (five) life span at which point the technician/operator must attend a one day refresher course, once again culminating in a written exam provided and marked by the training supplier |
